No. 14 of 2015 appointing H.E. Hamad
Obaid Al Mansouri as Director General of
the Telecommunications Regulatory Au-
thority (TRA).
H.E. Al Mansoori had previously held sev-
eral positions, some of which he resumes
now, including his role as a technical ad-
viser for a number of governmental enti-
ties and organizations. He played a key
role in e-system coordination operations,
empowering many national talents and
providing them with job opportunities in
the field of information and communica-
tions technology (ICT).
Mohammad Ahmad Al Qamzi, Chairman
of TRA, praised the substantial role played
by Mohammad Nasser Al Ghanem, the
previous director general of TRA, not only
in developing the authority, but also the
entire UAE’s ICT sector.
“The appointment of Hamad Obaid Al
Mansouri as director general of TRA will
add great value, especially in this critical
phase, due to his broad and varied exper-
tise and professional experience, particu-
larly in developing important national initia-
tives that the authority is working towards
implementing and in instilling the concepts
of mGovernment that was launched by His
Highness Sheikh Mohammed bin Rashid
Al Maktoum, Vice President and Prime
Minister of the UAE and Ruler of Dubai,”
said Al Qamzi.

H.E. Hamad Al Mansoori is key
national figure in the field of tele-
communications and mGovern-
ment. He is guided by the vision
of the country’s prudent leadership
that doesn’t see any other alternative
to number one position and believes
that each success leads to further
success and excellence.
Hamad Al Mansoori has a broad sci-
entific, practical expertise that quali-
fied him to hold many leading posi-
tions in a number of governmental
entities in the UAE, topped by
His Highness Sheikh Khalifa appoint-
ing him as director general of TRA.
He is a graduate in Multimedia from
Middlesex University in the UK.
Before joining TRA, he worked as
technical consultant in several gov-
ernmental institutions and played a
key role in e-system coordination op-
erations, empowering many national
talents to work in the field of (ICT).
In 2006, Al Mansoori joined Dubai Po-
lice General Headquarters as adviser
to the general director of IT. In 2007,
he joined the General Directorate of
Residency and Foreigners Affairs as
technical consultant. Later he served
as the IT general supervisor at the
Awqaf and Minors Affairs Foundation.
In the period from 2008 and 2010, Al
Mansoori served as IT consultant at
Dubai Public Prosecution.
Alongside his role at TRA, Al Man-
soori holds the position of Chair-
man of the Emirates Institution of
Advanced Science and Technology
since 2011.
He also held the post of director gen-
eral of Information and e-Government
from May 2013 to April 2014, and
then he became the director general
of the UAE mGovernment initiative.
